HIRING OF CONSULTANTS

REQUEST FOR EXPRESSION OF INTEREST

The Programme Monitoring & Implementation Unit (PMIU), under the Transformation in Access, Learning, Equity, and Education Management (TALEEM) programme, invites Expressions of Interest (EOI) from eligible individuals for the following consultant positions:

Required Qualifications and Experience:

1. Manager Monitoring & Evaluation:
   • Qualification: Master’s degree (16 years of education) or equivalent in Social Sciences, Public/Business Administration, Data Sciences/MIS, Mathematics, from an HEC-recognized local or foreign university. Higher qualifications preferred.
   • Experience: At least 7 years of relevant experience in the public/private sector. Should have experience in developing monitoring frameworks, data collection, analysis, reporting, and gap analysis. Must demonstrate the ability to write quantitative reports.
2. Manager Network & Support:
   • Qualification: Master’s or Bachelor’s (Hons.) degree in Computer Science/IT or a related field from an HEC-recognized local or foreign university. CCNP/HCNP/JCNP certification will be preferred.
   • Experience: At least 6 years of relevant experience in IT services, including IT infrastructure.
3. Software Engineer (.NET):
   • Qualification: Master’s or Bachelor’s (Hons.) in Computer Science/IT/Artificial Intelligence (AI) or a related field from an HEC-recognized local or foreign university. Preference will be given to AI professionals.
   • Experience: At least 4 years of relevant experience.
4. Process Engineer (DevOps):
   • Qualification: Master’s or Bachelor’s (Hons.) degree in Computer Science/IT or a related field from an HEC-recognized local or foreign university. Certified DevOps Engineers will be preferred.
   • Experience: At least 4 years of relevant experience.
5. Support Consultant (Implementation & Coordination):
   • Qualification: Bachelor’s degree (14 years) or equivalent from an HEC-recognized university.
   • Experience: At least 2 years of relevant post-qualification experience in the public/private sector. Experience with donor-funded projects will be preferred. Proficiency in Microsoft Office and strong organizational and communication skills are required.

• The individual consultants will be hired under PPRA Rules for one year.

Terms and Conditions for Recruitment

1. Eligibility:
   • Only Pakistani nationals are eligible to apply.
   • Candidates must meet the specified educational qualifications and relevant experience for each position.
2. Contractual Basis:
   • Consultants will be hired under a one-year contract, with the possibility of extension based on performance.
3. Application Submission:

   • Incomplete applications or those submitted after the deadline will not be entertained.
4. Shortlisting and Interviews:
   • Only shortlisted candidates will be called for interviews. Details regarding the interview process will be communicated to selected candidates.
   • No TA/DA will be provided for attending interviews.
5. Right to Cancel:
   • PMIU reserves the right to cancel or withdraw any position at any stage without providing reasons.
6. Document Verification:
   • All provided information must be accurate. Any discrepancies or false information may lead to disqualification or termination.
7. Responsibilities:
   • Selected candidates are expected to fulfill the roles and responsibilities as outlined in the Terms of Reference (TORs) for each position.
